New Regulations on Fees for Off-campus Training in Beijing

On November 16, the Beijing Municipal Development and Reform Commission and related departments drafted the "Beijing Compulsory Education Stage Discipline Extracurricular Training Fee Management Measures". Specifically, Beijing will use the standard class of 10-35 students as the benchmark. Other classes are calculated in accordance with the prescribed price ratio coefficients for classes with 10-35 students. According to requirements, the floating range should not exceed 10%.

The "Measures" also requires to strengthen the supervision on charging behavior. The pricing standards set by the government should not be increased or in disguised form for any reason, and no additional fees should be charged. At present, the training institution must present enrollment guidelines, pricing standards, teacher qualifications and other materials, along with revenue, costs, profits, related transactions, policy implementation, etc., and submit them for annual examination.

Distinguishing Guidelines for Off-campus Training for Compulsory Education

On November 15, the Ministry of Education issued the "Guidelines for Classification and Identification of Off-School Training Programs in Compulsory Education", which defined the identification basis, that is, comprehensively considered the training projects from the four dimensions of training purpose, training content, training form and evaluation basis.

The guide clearly points out that it is necessary to establish an identification system to classify and identify training projects that cannot be judged directly, and put forward identification opinions. Training institutions should conduct self-study, self-evaluation and self-examination, standardize training activities, and shall not carry out training activities that violate the rules.

Hainan to Become International Education Island with 14th Five-Year Plan

Hainan aims to become an international center for tourism and consumption. According to the plan recently issued by the government, Hainan aims to increase the number of foreign students studying in the province to 10,000. By 2025, 15 international secondary schools and kindergartens will open there.

The plan includes three specific parts: First, build an educational cooperation platform and enhance the introduction of high-quality education resources; Second, strengthen the education service and encourage Sino-foreign cooperation in running schools; Third, attract international education consumption and let more international students come to Hainan to study.

Ministry of Education: Deepen the Reform of "Separation of Certificates and Licenses"

The Ministry of Education recently announced the implementation plan for deepening the reform of "Separation of Certificates and Licenses". The reform system will be promoted in the way of optimizing the examination and approval service for the establishment, change and termination of private schools implementing secondary and below academic education, preschool education and other cultural education.

In the reform of Pilot Free Trade Zone, the approval process for establishing private schools that implement secondary and below academic education, preschool education and other cultural education will be cancelled, schools in those areas can directly apply for licenses.

15% Decrease in Number of International Students in US During 2020/21

On November 15, 2021, the Institute of International Education released findings from the 2021 Open Doors Report on International Educational Exchange. The Report provides a wealth of information and data on international students studying in the United States in the 2020/21 academic year. 914,095 international students studied at U.S. colleges and universities – a decrease of 15% from the previous academic year.

Despite travel, health and enrolment challenges during the pandemic, nearly 150,000 international students were able to begin their US studies, either in person or online. That helped to blunt the steep drop in first-time enrollments, which were down 46% from the previous year.
