A survey released in late November 2025 by the international educators' association (NAFSA) covering 461 institutions from 63 countries reveals a notable decline in new international undergraduate and postgraduate enrolments in the U.S. and Canada during the Fall 2025 intake. The Australian Government announced on 12 November 2025 that a new policy — Ministerial Direction 115 — will take effect on 14 November, replacing the previous Directive 111. The directive re-allocates how international student visas are processed by prioritising visa applications and distribution among institutions, especially aiming to shift more intakes toward regional colleges and reduce overconcentration in big cities. The policy reflects Canberra’s effort to manage international student numbers more evenly across geographic areas.

Germany’s Skilled Labour Initiative and increased international scholarships were cited as supporting measures. The trend underscores Europe’s attractiveness as a relatively affordable, research-intensive destination and its role as an alternative to anglo-centric destinations for many students.

On November 13, 2025, the Ministry of Education of the People’s Republic of China (MOE), together with other ministries, issued a policy document titled “Opinions on Strengthening Science and Technology Education in Primary and Secondary Schools.” The guidance calls for enhanced emphasis on STEM (Science, Technology, Engineering, Mathematics) in K–12 education — including improving curricula, strengthening teacher training, integrating practical labs and promoting scientific inquiry and innovation from early schooling.
